Every product on the register scored from 0 to 100, not on whether the product works, but on how honestly the company describes it.
One number, five kinds of conduct.
The score is a continuum, not a set of labels. Each band describes how a company behaves toward the information, and the bands are not the same size.
Tier A is the narrowest band on the scale. The seal is only awarded there, and only for as long as the score holds.
